Minutes for June 25, 2014 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:03 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes June 18, 2014
Approved 3-0-2  
Clifford Emery and Peter Burns were attending the York County Budget Public Hearing.


  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 PM Charisse Keach, our Treasurer, came in.  She went over a couple payroll questions which tied into our Personnel Policy.  They also had a discussion about the Recreation enterprise account.

Sometime after that Chief Grovo came in and gave the Board some updates on something they received a phone call about yesterday from a resident who was having an issue.  He also gave the Board a quick update on some of the home invasions that have occurred here in town.

Selectman Harmon mentioned seeing the map that D.O.T. had provided for us to show where the staging area will potentially be for the Bar Mills Bridge.

The Selectmen had a brief discussion about the Planning Board.

  • Review of Projects and Issues
Dennis Santolucito reported that he came in last evening and just started reviewing documents including the Personnel Policy and Rules of the Board.  He said he plans to continue that process.

Selectman Booker said she has not been in as much as usual this past week but she has been checking mail and catching up on what is going on with any other Selectman who was here when she came in.  She had requested the map from D.O.T. on the staging area in Bar Mills that came in this week.  

Selectman Harmon said she has been in and out and said usually a week or two after Town Meeting and before the new fiscal year begins there is a lull here.  She announced that the Summer Library Program that is held at the BCES will begin next week.  She apologized for not having the hours and said it is typically on Tuesday, Wednesday and Thursdays from 9:00 or 10:00 in the morning.  The program is free and open to anyone.  

Our new fiscal year starts next Tuesday, July 1st and Selectman Harmon said the Board will be wrapping things up for this fiscal year.  Our Accounts Payable Clerk has been working on entering information for the new year.  Selectman Harmon said she should have that ready next week so the Board can review it to make sure everything has been entered correctly.


  • Old Business
Demolition of old Town Garage – Selectman Harmon said the Board wants to take its time in developing the bid package for that.  Some of the materials may possibly be salvaged so they want to make it clear how this is to be done.



Davis Road in Chicopee – This is a private road.  There are some major improvements that need to be done to that road that the residents are looking for.  Our Public Works Director has been up there to evaluate the road and will be meeting with the owner to discuss that.

  • Next Meeting of the Board
Board of Selectmen Meeting Wednesday, July 2, 2014 at 7:00 PM

The Selectmen talked about scheduling a Workshop but decided not to set a date now because this was brought up by Selectman Booker after Selectmen Emery and Burns left for their meeting.  The Board needs to go over the Rules of the Board, some minor changes to the Personnel Policy and other minor clean-up things like the bid for the old Town Garage and other things.







  • Other Business
Selectman Harmon mentioned that next Friday is the 4th of July.  Town Hall will be closed for business.  The Transfer Station will be open for business on Saturday.  Selectman Harmon said she was not sure if there would be any interruption in curbside pick-up but suggested calling the Transfer Station if there are questions about the pick-up schedule.

Summer Rec has started and Tashia Pinkham, our Recreation Director stated that this is one of the first years that the program has been full from the get go.  The Buxton Center Elementary School is also doing a feeding program so breakfast is available for those kids which is great.  If anyone is interested you can still sign up for summer recreation, the information and cost is available on the Recreation website.


  • Public Comments and Questions
Chief Grovo went over the statistics of calls that came in last week.

Tomorrow at 6:00 PM at the Chicopee Fire Station the Police Chief is having a meeting with residents in the area.  This is open to anyone in town who wants to attend and it is their first meeting to put together a community watch group and see if they can get that started.  This meeting is basically explaining how this works, what it is going to take to make it work and to set other meetings ahead to get this going.  Chief Grovo said that once they get it going there are other parts of town he would like to work on as well.

Pleasant Point Park is open and Chief Grovo said there will be assigned detail; some of the officers will be in uniforms and some will be plain clothed to discourage underage drinking, smoking marijuana and other things.  There will be new hours from 7:00 AM until 8:00 PM in the evening.  The park will be closed at night by the Police Department.  One of the issues they had in the past was people getting intoxicated at night and giving the citizens who were volunteering a difficult time.  Chief Grovo said it is a beautiful park and we are fortunate to have it.

Chief Grovo talked about several burglaries and two robberies that happened last week.  Chief Grovo said he does not want these home robberies to be confused with home invasions because they are not home invasions.  He said in one of the robberies the victim and defendant knew each other.  He provided some detail on the incidents and said there was an assault and theft.  A weapon was involved and the police know who the person is that had it.  On Friday there will be a Press Release with the person’s picture and identification.  The Chief said there are warrants out for him.  

The second robbery took place out in a yard.  A weapon was displayed.  Chief Grovo said he is meeting with York County Sheriff’s Department Deputies tomorrow and sitting down with the administration to see what they can do to help us on this case.  

Chief Grovo said the State Police are still working on the first home invasion where there was an injury.  

Chief Grovo explained that one of the robberies was drug related.  He reiterated that these are not people randomly going into houses and threatening them to get things.  He said in each of the last three cases, people who were involved have known each other.  He does not want people to panic and think these were all home invasions because they were not.  

Chief Grovo encouraged people to call him with concerns.  His main goal is to get this neighborhood watch group up and running.  At the end of the meeting tomorrow night he will answer questions.  He said some of the cases are still active and he is not going to be able to say much about those but he will try to answer other questions.

Chief Grovo talked about Community Days on July 18 and 19.  The Police Department is hoping to have the dunk tank again to earn some money for Keep the Heat On.  He also mentioned Aubuchon Hardware’s Open House that will be held on August 2nd.  They will have a dunk tank also to raise money for Keep the Heat On.
